MOBILE AREA WATER AND SEWER SYSTEM (MAWSS)

EFFECTIVE JANUARY 1, 2005

For the last decade MAWSS has been working to improve the performance of an aged wastewater collection system. An important goal of the program is to eliminate un-permitted sewer collection system overflows. Since January 2003 this effort has been under the auspices of a Consent Decree issued to MAWSS by the U.S. Justice Department, in collaboration with the Alabama Department of Environmental Management, and a local environmental organization, Mobile Bay Watch.

While the progress to date shows excellent improvement in collection system performance, we have concluded that in the best interests of the system, environment, and our customers it is necessary to continue a high level of system rehabilitation effort for three to four more years. The proceeds from the 10% water and wastewater rate increase that will take place January 1, 2005, is expected to generate the principal and interests payments on approximately $100 million of loans needed for this effort and to provide funds to keep other parts of the system in good repair.
